The FISWG develops consensus standards, guidelines, and best practices for the discipline of image-based comparisons of human facial features. It provides recommendations for research and development activities and advances the state of the science in an ethical manner.
FISWG holds two meetings annually—one virtual and one in person. Attendance to at least one meeting per year is required to maintain membership. This policy ensures active participation, as FISWG is a dynamic organization focused on developing the best standards and practices for facial recognition. Active involvement from members is crucial to achieving our goals.
FISWG includes Regular Member Agencies and Associate Member Agencies, who are represented by individual Delegates as well as Invited Participants. Agencies are represented by a maximum of five individual Delegates.
Regular Member Agencies are government or law enforcement agencies that use a facial recognition system or conduct manual forensic comparison analysis in the facial identification discipline.
Each Regular Member Agency has full voting privileges through its Regular Delegate(s) as delineated herein. Associate Member Agencies are an entity or organization described as one or more of the following:
An academic institution (related to the Facial Identification discipline) Industry Commercial vendor (provides services such as training or comparison services, hardware or software technology to an agency, or other entity involved in the Facial Identification discipline) Industry or Private Contractor (involved in the Facial Identification discipline through the use of a facial recognition system or manual forensic comparison analysis)
Other Interested Parties related to the Facial Identification discipline (e.g., lawyers, statisticians, human factors)
Each Associate Member Agency has full voting privileges through its Associate Delegate(s) as delineated herein.

The semi-annual FISWG meetings are dedicated to the production of our documents, including any standards or guidelines. FISWG endeavors to ensure the process is free from the involvement of individuals with a potential financial interest in those standards - or the perception of financial interest.
This is done to ensure the integrity of the process. As a result, while anyone may participate in the process of document preparation by providing feedback to draft documents, vendors and consultants are prohibited from becoming members.
